Jaipur/ New Delhi: As Railway Minister Suresh Prabhu called Railway Budget 2016 an effort to Reorganize, Restructure Rejuvenate Indian Railways ‘Chalo, Milkar Kuch Naya Karen’, this time focus has been mainly put on three pillars of the strategy i.e. Nav Arjan – New revenues, Nav Manak – New norms, Nav Sanrachna – New Structures. The budget has also tried to accommodate the most awaited demands made by Persons With Disabilities.
The inclusion of such things is an attempt to make journey of ‘Divyangs’ a bit smoother. However many demands are yet to be incorporated which include construction of lifts, concession of persons with partial disabilities etc. In order to make public places Accessible Railway Stations of India lag behind. In 2015 in several accessibility audits conducted by Rajasthan Patrika’s Media Action Group under the ongoing campaign AHSAAS which aims to highlight the problems of PWDs, it was found that none of the Railway stations in Rajasthan and other states are fully Accessible for Specially -Abled Persons.
Online booking of wheelchairs & Braille enabled new passenger coaches introduced for the Divyang, increased quota of lower berths for senior citizens and women, middle bays reserved in coaches for women. One-time registration for availing concessions while booking tickets online.
Additional 30,000 bio-toilets; providing portable structures with biotoilets at all platforms of select stations for senior citizens, Divyang and women travellers, plan to explore innovative means of providing and maintaining toilets such as advertisement rights, CSR, voluntary support from social organizations.
Rail Mitra Sewa/ Battery operated cars:
Expanding Sarathi Seva to help the old and disabled passengers, strengthening the existing services for enabling passengers to book battery operated cars, porter services, etc. on a paid basis in addition to the existing pick up and drop and wheel chair services.
Railway Stations to be made Accessible:
Stations under redevelopment should be accessible by Divyang. Also at least one Divyang friendly toilet to be built at each platform in A1 class stations during the next
financial year and also ensure availability of wheelchairs in sufficient numbers at these stations.
